In general, the PPA’s provisions apply to all procurements of goods, services, and works by:1) the Federal Government and all entities involved in procurement;(2) any organizations that fall outside of the scope of the preceding description and rely on the Federation’s share of the Consolidated Revenue Fund for at least 35% of the funds appropriated or proposed to be appropriated for any type of procurement outlined in the PPA.However, unless the President’s explicit approval has first been sought and obtained, the provisions do not apply to the acquisition of special goods, works, or services involving national defense or national security.
