The Supreme Court of Nigeria, National Hajj Commission of Nigeria, and several other federal agencies have been flagged as high corruption risk Ministries, Departments and Agencies (MDAs), in the 2024 Ethics and Integrity Compliance Scorecard released by the Independent Corrupt Practices and Other Related Offences Commission (ICPC).

Speaking at a press briefing in Abuja on Thursday ICPC spokesperson, Demola Bakare, explained that the MDAs scored zero due to non-compliance or non-responsiveness.

The scorecard evaluated the ethical and integrity compliance of MDAs of the Federal Government, with agencies such as the Nigeria Press Council, Legal Aid Council, Federal Civil Service Commission, and the Council of Nigerian Mining Engineers and Geoscientists scoring zero.

Institutions like the Federal Teaching Hospital, Gombe, National Obstetrics Fistula Centre, Bauchi, Institute of Archaeology and Museum Studies, Jos, Obafemi Awolowo University, Ile-Ife, and the University of Ibadan also received the lowest scores.

“They have been classified as high corruption risk MDAs,” Bakare said.

In contrast, the Joint Admissions and Matriculation Board, Nigerian Railway Corporation, and Nigerian Bulk Electricity Trading PLC topped the rankings with scores of 89.75%, 89.33%, and 88.73%, respectively.

Other high-performing agencies, such as the National Health Insurance Authority and the Nigeria Communications Commission, also achieved commendable scores.

Despite these strong performances, the report noted that no agency achieved full compliance.

On compliance levels, “91 MDAs (29.55%) achieved substantial compliance, 159 MDAs (51.62%) partial compliance, 49 MDAs (15.91%) poor compliance, and nine MDAs (2.92%) non-compliance.

Additionally, 15 MDAs (4.64%) were non-responsive and categorized as high corruption risk MDAs,” the ICPC stated.

The report identified challenges in key indicators, particularly under Management Culture and Structure, which had an overall average score of 17.16%.

The ICPC noted that “while 75 MDAs (24.4%) scored below average, 233 MDAs (75.7%) achieved average and above the 15% mark out of 30%.

“This poor performance is attributed to the failure of MDAs to prioritise certain institutional integrity processes such as gift policies and ethical standards.”
